Turkish Air lost baggage, not refunding me for lost items

I flew from Boston to Kilimanjaro on Jan 20, but because of delayed flights I missed my connection and my checked bag was lost for 4 days. I booked with KLM airlines, but the last leg of my flight was with Turkish Airlines. When I finally received my lost bag, I noticed that multiple items of my beloved hiking gear was missing (totaling $480). I’ve attempted to go through KLM and Turkish airlines... KLM basically said not their problem and Turkish has offered my $170. I’m looking for help/recommendations to try and recover the total cost of my missing items as this seems an unfairly low compensation for my missing hiking gear
