I rented a car through Europcar in Italy in August 2019. A few months after my return I was sent 7 emails indicating I had be given 7 tickets in a 3-hour span in Bologna! (I have no idea what I did to "earn" them.) Europcar charged me 45 euros for each, just for notifying the municipality of my name and address. (I have yet to receive the tickets, which they said would be mailed.)

You might have been driving in a restricted no car zone or speeding. They have speed cameras throughout Italy and it is very easy to get ticketed. We have the most complaints on these forums about people driving in Italy and getting these tickets.
Have you contacted Europcar at all?

It sounds as if you drove in ZTL zones — limited traffic zones which are limited to residents or certain businesses. These are common in historical centers.

The cameras catch the license plates and different cameras may be processed on different days — there is likely not just one person looking up the renter info so it may be seven different people spent time looking up the renter info.

Did you research driving in Bologna before going?
