Hertz provides a discount for prepaid reservations. One reason the rates are lower is because they are not refundable.

Did you reserve directly from Hertz? When you click the prepay button on their site, they pop up a screen that spells this out quite clearly:

I found the exact same details and found- you booked at the lower rate for multiple days. You aren’t due a refund.

When you brought it back did you ask them to adjust the rate because you returned it early?

If you rent for a week (not prepaid) and bring the car back early your rate will go up. The initial rate charged is for the original booking. Prepaid car rental is not refundable.

A pre-paid car rental is just that; there is no refund or adjustment with a pre-paid rental car. You need to read the fine print before you spend your money. They're unlikely to refund the difference, but you can certainly ask them. If you have a valid reason, compose a concise, polite email and use our Company Contacts to ask Hertz for an exception to their policy.
