I know Viber is a good app for texting and calling other cell numbers. WiFi calling can be used on many smartphones also. I have T-Mobile One and in 140+ countries I can make phone calls for $0.20 per minute. I can also text and use unlimited data at no additional charge. That's a huge reason I switched to them from AT&T.

For international use? Agreed on T-Mobile. For calling 800 numbers from overseas, I use Skype (does require a data connection, either cellular or WiFi), it's something like $0.02 a minute to US 800 numbers.
