Interesting insight, Ginny. My first thought is that VtoG has changed their business plan.
I've seen people from the UK post on cruise critic that they have booked through a US travel agent. Sometimes for price, but usually citing the refundable deposits and ability to reprice cruises before final payment in the US. I believe I've seen some post about booking in the UK as a US citizen, but I'm less sure on that recollection. (I briefly looked into it as Royal has offered free drink packages to the UK and I haven't seen that in the last few years in the US, but never went beyond price comparison)
