I said go TO bat for you. That means step up to the plate and advocate for their customer.

That’s well known expression we have in the US. Your travel agent is supposed to be your advocate and do what they can for you.
She did ask her TA for help, and the TA got two future trips for her, but the three future trips are better for Dolally.

My travel agent ROL made it very difficult to choose 2 shorter holidays costing 36.000, at least 6 months apart. On talking with cunard they were so helpful and said take 3 holidays . One of the 3 holidays was a round trip from Southampton to New York staying one week and returning back to Southampton costing about £20,000 for 3 of us. On trying to book this holiday ROL removed the hotels and turned the one trip as advertised in the brochure, into 2 cruises which reduces my options. Total cost £11000. So on contacting cunard they increased my transfer to 4 holidays . A another result. On trying to book this the travel agent at ROL said she was struggling to spend my money. Imagine a travel agent struggling to spend my life savings. My daughter would not be allowed in the spend as she was not part of the original world cruise. I will cancel losing a £5000 deposit. I think better to get out now. I know the deposit was non refundable but can ROL keep changing the goalposts. Is that legal? I can not fault cunard they have been marvellous

Am I reading that you're giving up because of your travel agent's incompetence? This is worse than awful. Is ROL your travel agent? If they're the ones messing up your trips, talk with Cunard and see if you can get rid of them. You can deal directly with Cunard. Perhaps I'm missing something here, but this outcome does not seem like a positive one. If you are adding a third passenger, then you would be charged extra for that passenger, just like a normal booking. I hope that there is an explanation here and I'm just understanding the issue.

JSN, the deposits are nonrefundable. The cruise line could rightly have said “sorry, you forfeit everything this late in the game.” They did not- they have actually gone way beyond what they had to do to allow the nonrefundable money to be applied to other cruises so she didn’t lose everything.

This is a very positive outcome vs them sticking to their guns and saying she loses everything.
