Booking.com not helpful in getting rental property refund....any advise?

We booked a property in Salzburg through Booking.com for June of 2020 with a non-refundable rate. In 2020 the property agreed to move the booking to June 2021 due to covid. Given the continued lockdown and unlikelihood of international travel being allowed to Austria by June, we want to cancel for a full refund. We contacted the property thru Booking.com and they are only offering rescheduling of booking thru 2022. We don’t want to reschedule as we have no intentions of rescheduling our travel to Europe any time in the the foreseeable future due to the uncertainties there. Booking.com has not been helpful in this matter and they really haven’t acted as a customer advocate. They essentially refer me back to the property owner or just pose questions to them on my behalf. We feel entitled to a refund since the reason for cancelling would be their probable inability to offer accommodation due to lockdown and travel restrictions, not our desire to cancel. Any recommendations on how to proceed?
