Amazon address-verification through fax is not working

HELP PLEASE!!!!

I am so sick of amazon address-verification, they are asking me to fax my information, and every time I fax them the required information, the send me the same email back:

You will not be able to access your account, use any active Prime benefits or place orders with us until we verify your information.

-- A copy of your statement for the payment card used, including the billing address
-- The last two digits of the payment card
