jsn55 and Carrie, thanks for your replies. I got in touch with the advocacy help desk and they think I'd need an attorney at this stage. :( I will have to pay up unfortunately. I have learned my lesson and will be taking multiple photos and videos next time I pick up a rental car!
Thanks for the reply jsn55. :) I wonder though what else I can actually do. I've gone up the email chain all the way to the top, waiting a week in between. I emailed the final senior exec last Friday and got this reply Monday. I'm not sure what to do next?

Thanks to all; I really appreciate the replies. weihlac/M42, yes, the pre-rental photo was taken by Hertz before the car was rented to me. The "Damage" one was what the car looked like the entire time I had it, including when I returned it. But I only have the one photo...I (stupidly) did not...
Hertz got back to me. They sent a report with photos supposedly taken on the morning of the day we picked up the car, and after - I've attached these, along with my own photo of what the damage looked like when we picked up the car. It looks way worse in their photo - almost like they made it...
