I need to receive alerts when price decrease to a certain amount that I decide, from car rental price comparison websites like Skyscanner with prices from Europe not USA/English countries as is known that they inflate the prices in websites for USA. any suggestions?

I would add the advice that before you book any of these car rentals you do a google on the companies name and complaints. There are a lot of dodgy rental companies ( like Fox) listed on places like SkyScanner that end up costing you a lot more in hidden fees.
So make a reservation that you can cancel without penalty. I have found that autoslash often finds prices 30-50% lower than the first price.
Never book a pre-paid reservation! Check the forums for all the complaints from people who did and had to cancel their trips or had canceled flights and lost money. Non refundable is non refundable. Don’t pre-pay and you can keep make a booking and cancel if you find something better.
